Mr S. Hadebe is the CEO of Kusile RDC. Under his supervision are all the departments in the Council, in which he is hands on with all of its corporate functions.

Rural District Councils in Zimbabwe are governed by the Constitution of Zimbabwe and the Rural District Council’s Act (Ch. 29: 13) which lays down that they shall be governed by a Council. Kusile RDC area is divided into 28 wards and has 2 constituencies i.e. Lupane East (6, 7, 10, 11, 12, 16, 17, 18, 19, 20, 21, 22, 23, 25, 28) and Lupane West (1, 2, 3, 4, 5, 8, 9, 13, 14, 15, 24, 26, 27). The District has 36 Councillors where 28 are elected and 8 are Proportional Representatives.

Functions

The Chief Executive Officer's office main function is to provide administrative direction to the Council's affairs and is headed by Mr. Sifiso Hadebe. The office manages and guides the Council’s organization in accordance to the statutory powers and duties conferred on the Council by statutes and policies laid down by the Government of Zimbabwe and Council by-laws. Duties & responsibilities include the following but not limited to:

  • 1. To provide technical, legal and administrative advice to council and committees
  • 2. To supervise and co-ordinate the council departments and ensure that council resolutions are timeously implemented
  • 3. To strategically manage councils finances and ensure that external audits are always up to date
  • 4. To ensure that the council budget is in place and approved by the Minister within the stipulated timeframe
  • 5. To encourage and coordinate investor initiatives to ensure economic growth in the district
  • 6. To provide dynamic leadership in an accountable, transparent and responsible manner
  • 7. To formulate and implement council socio- economic development strategies
  • 8. To ensure that council is viable in delivering services to its communities
