Rural District Councils in Zimbabwe are governed by the Constitution of Zimbabwe and the Rural District Council’s Act (Ch. 29: 13) which lays down that they shall be governed by a Council. Kusile RDC area is divided into 28 wards and has 2 constituencies i.e. Lupane East (6, 7, 10, 11, 12, 16, 17, 18, 19, 20, 21, 22, 23, 25, 28) and Lupane West (1, 2, 3, 4, 5, 8, 9, 13, 14, 15, 24, 26, 27). The District has 36 Councillors where 28 are elected and 8 are Proportional Representatives.
The Chief Executive Officer's office main function is to provide administrative direction to the Council's affairs and is headed by Mr. Sifiso Hadebe. The office manages and guides the Council’s organization in accordance to the statutory powers and duties conferred on the Council by statutes and policies laid down by the Government of Zimbabwe and Council by-laws.
