Ulebile Ndlovu
Miss U. Ndlovu is the Kusile RDC Procurement Officer. Under Ms. U. Ndlovu's supervision as per the Public Procurement and Disposal of Public Assets Act (CHAPTER 22:23) is the procurement of goods and services, contract management, the disposal of assets and the implementation of electronic Government Procurement System (EGPS) in all procurement processes.
Department core functions
- 1. planning the procurement activities of its procuring entity;
- 2. preparing bidding documents in compliance with provisions in or under this Act for the design of contract specifications and the evaluation criteria for publishing through the system;
- 3. managing bidding processes, including pre-bid meetings, clarifications and opening of bids through EGPS;
- 4. supervising its procuring entity's evaluation committee and (i) ensuring that the committee has carried out its duties in accordance with this Act; (ii) receiving evaluation reports from the committee and ensuring that they are correct and have been prepared in accordance with the Act;
- 5. preparing contract documents and amendments;
- 6. managing procurement contracts or overseeing their management;
Responsibilities
- 1. to ensure that procurement is effected in a manner that is transparent, fair, honest, cost-effective and competitive;
- 2. to promote competition among bidders;
- 3. to provide for the fair and equitable treatment of all bidders,
- 4. to promote the integrity of, and fairness and public confidence in, procurement processes;
- 5. to secure the implementation of any environmental, social, economic and other policy that is authorised or required by any law to be taken into account by a procuring entity in procurement proceedings
